The Sutter County District Attorney has charged a Yuba City man with arson after Yuba County deputies discovered a burning body last Thursday on Parks Bar Road near Smartsville. After an extensive investigation, deputies arrested Vincent Ciulei on arson charges. The body was later identified as his aunt, 82-year-old Constance Laurel.
